Now, can someone tell me why the manga has to be censored? I mean, I know that there's a law and stuff, but why don't the artists just upload those stuff under a proxy or something?

Open image, paint over censor blocks, estimate where lines would go, add tones as necessary. For pixel censor, you basically have to draw whole thing by hand.

Either requires some artistic commitment.

Japanese pornographic laws were revised in Meiji Reformation and were basically ignored after American occupation in WWII while they democratically reformed other laws. They have relaxed somewhat over years (around 1990 all pubic hairs and region had to be censored, recently it is only central public regions). The 1960s and 70s have given rise to other fetish material and homosexuality as international acceptance(?) on the matter influenced Japanese popular culture. Obscenity is controlled by Japanese Criminal law sections 174-176, where 175 deals with printed material.

As you say, some artists do bypass this by selling 'uncensored' versions overseas, but these are almost exclusively digital purchases, as local sales are all printed material and must comply with national law. This is why artists such as Comet release uncensored international version later, and sometimes halt production if piracy is bad.

The pixel censor is the worst since it destroys whole squares of pixel information be intentionally using the crappy nerest neighbor algorithm. Unfortunately, reversing NN is impossible. It's a real shame, since often times you can tell that the penises that are butchered by this were very lovingly rendered to begin with.

No, there isn't any justice. Sadly, it seems that all of the works of Ura Urethan are all like this. ;_; I really like their work, too, since they do the best job of faithfully reproducing Kogenta's drawn form and character.

On a side note, I once had a Japanese person tell me that some of the pixellators take extreme pleasure in censoring since they know it infuriates 外人 to no end and despite knowing that tiny black bars seem to be enough as far as the law is concerned. I've also heard rumors that some artists, like Tsukumo Gou, put stuff on the Japanese side of dlsite with skimpy black bars while the exact same stuff gets the pixellation on the English side. Not sure if it is true or not.

Pixelations are the worst but they're still possible, depends on how badly it's been done. I've had people ask my to uncensor certain pages before, and it was completely unrecognisable.

Pretty much all of Ura Urethan's stuff that's on the internet is from digital download shops (e.g., digiket or dlsite), and the censorship needs to meet their requirements. Macop had a blog post a few years back complaining that dlsite required fairly big mosaics, and that digiket was a bit better. Digiket seems to have gotten even more lenient in the past year or so; they seem to be OK with black bars now.

I know Macop was nice enough to update at least some of his stuff on digiket with less-censored versions; I got Kuro Black Noir from there when it first came out, and it was mosaic-censored. Someone else bought it from there a year or so ago, and it was black-barred.

As for the comment about 19gou, I think that has to do with dlsite vs. digiket too. If you get his stuff from dlsite (including eng.dlsite), it'll be mosaicked. If you get it from digiket, it'll be black-barred.

Moral of the story: buy from digiket when possible.
